Bigham developed the game to a point where it contained enough locations and concepts to take it to Broderbund’s “Rubber Room”, the offices of Gene Portwood, a former Disney artist, and Lauren Elliott, as to start developing a more complete story and art for the game. Bigham’s initial idea, based on the childhood game of cops and robbers, did not readily get Portwood’s attention, but as Bigham pared down the concept, in particular focusing the game on catching one criminal at a time rather than multiple, Portwood warmed up to the idea.
Unlike in the previous games, the image of the locations took up most the screen, with the game options only taking up the bottom third of the screen. Each location had an elaborately painted backdrop that could be scrolled around a full three hundred and sixty degrees. Each location provided clues in the form of several bystanders and scraps of paper lying on the ground. The scraps of paper exclusively provided clues about the suspect’s appearance. An energy meter at the bottom of the screen steadily diminishes as the player travels between states, speaks with bystanders, and obtains a warrant. If the meter is completely emptied, the case ends in failure.
Although Carmen’s V.I.L.E. gang members were often portrayed as cartoonish buffoons, they seemed to be capable of “stealing” landmarks, cities, national parks, notable cultural exports (such as “stealing all the sushi from Japan”) and the like. Her thieves have also been known to steal geographic features and even nonexistent map features such as the Mason–Dixon line. Some thefts were even non sequiturs based on word play, such as “robbing the banks of the Nile” or plays on the word “steal” such as “stealing the show”.

Frantic gunplay, difficult dialogue options, and the distinctive Star Wars style are commonplace in the preview. Though tightly choreographed, the ten-minute trailer shows off a wide spectrum of experiences, giving us a solid look at what we can expect from the game once it launches.
That’s just the introductory story mission, but it’s the loop you’ll see throughout Star Wars Outlaws. You’ll find a mission to be done, a number of ways to accomplish it, a few factions who’ll take note – positively or negatively – of your accomplishments, and a reward for seeing it through. Every mission – both from side quests and the main story – I played through neatly tied into both the faction system and the story of Kay’s journeys through the underworld to make it feel like part of a bigger, more cohesive whole.
